Refactoring - Documentation and formatting

• remove some unnecessary code doc that does not bring new info
• update type hints, if the method can also return None, deal with it: Union[datetime, None], Optional[datetime], datetime | None
• Tip: considering using black poetry for auto-formatting
  • after the spike, I am more into poetry-formatted
