Unable to access Google servers after clean install

Unable to sign into google play

Steps:

• Flashed via fastboot update -w
• Successfully booted into the OS
• Start the setup process
• Get to the "Getting your phone ready. This may take a few minutes" screen
• Get the error "Couldn't connect. Try again using another network. If you continue without a connection, you can finish some setup steps later."
• Tried using WiFi and mobile data, but unable to get to sign in screen.
• Continue setup in offline, get to main screen.
• Go to sign into Google Play store
• Get the error: "Couldn't sign in. There was a problem communicating with Google services. Try again later."

Been having this issue every build I have tried for the past few weeks.
Topaz Stable 3, 4, 5, 6, and 7.

This issue is not present on any other ROM, as I'm able to sign in during setup without any issue.

I haven't been through Setup Wizard in quite some time (and can't because of MFA setup for work). I'll check with the team and some testers. I have not heard of any recent issues with Setup Wizard.

I think it has something to do with GMS not the Setup Wizard itself. I can get through the setup just fine but in no way am I able to log into Google Play Store or add a Google Account, neither in the setup wizard nor in the system app, both before and after it auto-updates itself.

I had a similar problem by first installation but I just skipped all and added Wifi and so on manually and Google Account, but I'm not sure, whether it depends on Vendor Stuff like this here, could be a OS Problem.

My situation seems similar but much deeper, as even after the OTA play store update it still doesn't connect. So strange as other ROMs work without issue.

furthermore, I had PA Topaz 2 installed at one point and working no problem. The issue started after I did a factory reset and has persisted across every subsequent version.
