Number of roles (xx) is different from 'description.ext::Header::maxPlayer'(60)

Describe the bug
Erroring in mission log:
Number of roles (74) is different from 'description.ext::Header::maxPlayer' (60)
Missing 'description.ext::Header::minPlayer'

To Reproduce
Make a mission, no clue further.

Expected behaviour
Template tool should auto-add 60 roles, to not exceed max number.
